Debt Management

The Debt Management review course covers the content specifications and recommended readings for the GFOA’s Certified Public Finance Officers Debt Management exam.  Course topics include the municipal debt market, capital financing, the bond sale, investment of bond proceeds, and continuing disclosure requirements.  Learn more about EMMA and the MSRB.  Gain better understanding of the underwriting process and how to determine when a refunding is right for your government.

Treasury and Investment Management

This course covers the content specifications and recommended readings for the GFOA’s Certified Public Finance Officers Treasury and Investment Management exam. It covers topics such as investments, banking relationship, collections, disbursements, cash management, cash flow forecasting, short-term borrowing, and internal controls.

It has five main sections as follows:  investing (2 sections), managing banking services (2 sections), and general treasury management

Governmental Accounting, Auditing, and Financial Reporting

This course covers the content specifications and recommended readings for the GFOA’s Certified Public Finance Officers Governmental Accounting, Auditing, and Financial Reporting exam. It covers topics such as financial reporting, internal controls, and auditing.

It has three main sections as follows:  financial reporting (7 sections), internal controls (3 sections), and auditing (1 section).

Operating and Capital Budgeting - Available November 1, 2018

This course covers the content specifications and recommended readings for the GFOA’s Certified Public Finance Officers Operating and Capital Budgeting exam. It covers topics related to operating and capital budgeting.

It has six main sections as follows:  budget process and organization, linkage of budget to long-range planning and assessment, budget and financial policies, the operating budget, revenue forecasting and analysis, preparing and adopting the CIP and budget.
