Medical expenditures have climbed steadily and rapidly over the past five decades. This chapter provides a historical perspective and looks at both government and market reactions to growing medical expenditures. Special attention is given to public- and private-sector responses to rising expenditure in the 1980s, a decade in which the medical sector went through dramatic changes as a result of pressure to control costs.
