This course offers a comprehensive exploration of the historical, philosophical, and
sociological foundations that underpin the role, development, and organization of
public education in the United States. This course delves into selected key issues
in education, including the purposes and philosophies of education, the legal status
and rights of teachers and students, school culture and organization, assessment and
instruction dynamics, school finance, and various educational reform efforts. Through
critical analysis, students examine the impact of legal, political, economic, and
societal factors on schooling and teaching, with an emphasis on their implications
for future educators.
Detailed Description of Content of Course
The course will address the following topics:
- The historical, philosophical, and sociological foundations underlying the role, development,
and organization of public education in the United States.
- The legal status of teachers and students, including federal and state laws and regulations.
- The structure and culture of schools as organizations.
- Contemporary issues and current trends in education, including the impact of technology.
- The roles of teachers and schools in communities within the context of local, state,
and federal governance.
- Professionalism, ethical standards, and personal integrity among educators.
- Knowledge and understanding of Virginia's Guidelines for Uniform Performance Standards
and Evaluation Criteria for Teachers.
Detailed Description of Conduct of Course
Instructional methods may include, but are not limited to: lecture, discussion and/or
class blogs or threaded discussions, small group work, research, presentations, guest
speakers, university-wide events, videos, and analysis of case studies.
Goals and Objectives of the Course
Successful completion of the course will enable students to:
- Develop an understanding of the historical, philosophical, and sociological foundations
underlying the role, development, and organization of public education in the United
States.
- Review key historical events and movements shaping the education system in the United
States.
- Explore various educational philosophies and their implications for teaching and learning.
- Analyze sociological factors influencing education, such as cultural diversity, socioeconomic

- Understand the legal status of teachers and students, including federal and state

The course objectives align with the Virginia Department of Education regulations
for preparing educators.
The course content aligns closely with the professional studies requirements outlined
in 8VAC20-543-90 for early/primary education, elementary education, and middle education,
as well as 8VAC20-543-140 for preK-12 endorsements, special education, secondary grades
6-12 endorsements, and adult education. More specifically, the course addresses foundational
aspects such as the historical, philosophical, and sociological foundations of education,
legal considerations, professionalism, ethical standards, and knowledge of Virginia's
Guidelines for Uniform Performance Standards and Evaluation Criteria for Teachers.
