Declaration of Hope and Justice to the World


The 13th Session of the Provisional World Parliament

Lucknow, India, December 14-17, 2013


e delegates and friends of a transformed world system, declare that the Earth is at a turning point in human history.  We human beings are threatened on every side by global, lethal developments.  Some countries and their massive corporations are developing ever-more deadly means of mass destruction and devastation.  Some countries are ignoring international laws with impunity, revealing the weakness of the United Nations system, which has no sovereign authority.

There is a feeling of despondency, even submission and resignation to present crises. Problems are of such vast  proportion, that most countries and people assume they do not have any power to affect change:

m  Imperialist domination through economic, political, and cultural control.

m  Climate collapse, massive species extinction, and diminishing natural resources, including fresh water, forests, and agricultural lands.

m  Vast human suffering taking place in enormous  slums, refugee camps, and millions of marginalized country villages everywhere on Earth.

m  Human rights violations in nearly every country on Earth.

m  Endless wars and deadly violence in every part of the world.

 We call upon all countries and citizens of the world to be aware the Earth Constitution  as designed to bring a future of peace and justice to all citizens of the world because it is an instrument that goes way beyond the present limitations of the United Nations, and would truthfully accompany its transition.

We call upon all countries and citizens of the world, to be aware of  the Earth Constitution and to join  the Provisional World Parliament as the only practical instruments designed to offer solid answers and viable non-violent alternatives.

We call upon all countries and citizens of the world to join our effort to work together towards saving our Planet Earth by nonviolent means and supporting the transition to global democracy under the Earth Constitution.

We call upon all countries and citizens of the world to  strengthen, share and research ways of education to create peace and harmony.

Change is in our hands as we are empowered Citizens of the World through the Earth Constitution, which mandates the Earth Federation government:

1.   To prevent war, secure disarmament, and resolve territorial and other disputes, which endanger peace and human rights.

2.   To protect universal human rights, including life, liberty, security, democracy, and equal opportunities in life.

3.   To obtain for all people on earth the conditions required for equitable economic and social development and for diminishing social differences.

4.   To regulate world trade, communications, transportation, currency, standards, use of world resources, and other global and international processes.

5.   To protect the environment and the ecological fabric of life from all sources of damage, and to control technological innovations whose effects transcend national boundaries, for the purpose of keeping Earth a safe, healthy and happy home for humanity.

6.   To devise and implement solutions to all problems which are beyond the capacity of national governments, or which are now or may become of global or international concern or consequence.     [Article 1 of the Earth Constitution]

We call upon all countries and citizens of the world  to recognize the Earth Constitution as providing the most legitimate  and practical  social contract possible for the people of Earth at this point in history.  We declare that we recognize the legitimacy and authority of the Earth Constitution.  At the same time that we fully recognize that its final authority depends on the democratic ratification by the people of Earth.
