Goddard (1913): The Binet test in relation to immigration.

83% of the Jews, 80% of the Hungarians, 79% of Italians, and 87% of Russians were feeble-minded.

Brigham (1923): A study of American intelligence.

Estimated the proportion of Nordic, Alpine, and Mediterranean blood in each of the European countries as a means of explaining the relative ranking of nation IQs among immigrant groups. The Nordic race fell out on top, Alpines next (the perfect slave, the ideal surf...the unstable temperament and the lack of coordinating and reasoning power so often found among the Irish) with Mediterranean blood last.

Terman (1916): Stanford Binet Manual

Their dullness seems to be racial, or at least inherent in the family stocks from which they come. The fact that one meets this type with such extraordinary frequency among Indians, Mexicans, and negroes suggests quite forcibly that the whole question of racial differences in mental traits will have to be taken up anew...there will be discovered enormously significant racial differences...which cannot be wiped out by any schemes of mental culture. Children of this group should be segregated in special classes....They cannot master abstractions, but they can often be made efficient workers....There is no possibility at present of convincing society that they should not be allowed to reproduce, although from a eugenic point of view they constitute a grave problem because of their unusually prolific breeding.
