Minutes: WCPA Executive Cabinet Meeting, 26 December 2003

Members present: Dr. Terence Amerasinghe, Dr. Reinhart Ruge, Ms. Eugenia Almand, Dr. Dauji Gupta, Dr. Glen T. Martin.

      This meeting, called by Dr. Terence Amerasinghe, Co‑President of WCPA, took place in conjunction with the Seventh Session of the Provisional World Parliament, 26‑30 December 2003 at the Palmgrove Hotel in Chennai, India, at 7 p.m. on the evening of December 26th in the suite of Dr. Amerasinghe.

     The meeting had been announced to Executive Cabinet members along with their call to the Parliament in September 2003. The above five members were present, constituting a quorum.  The meeting was called to order by Dr. Amerasinghe at 7:15 p.m.

 

     There was extensive discussion of a number of issues, including the future of WCPA, the locations of subsequent sessions of the parliament, election of new officers, funding for WCPA, and priorities in the work of WCPA. The following decisions were made unanimously:

       1) To elect a new slate of officers for WCPA. Dr. Terence Amerasinghe was re‑elected to the position of Co‑President along with Atiku Abubaker of Nigeria. Dr. Reinhart Ruge requested the position of Honorary President for Life and was elected to that position.

        Nominations for the position of Vice‑President were made for Sri Jagdish Gandhi, Dr. Dauji Gupta, Dr. Errol E. Harris, Dr. Karen Singh, Dr. Dominique Balouki, and Dr. Roger Kotila. All were elected unanimously. Ms. Eugenia Almand was elected Deputy Secretary‑General. Sarwar Alam was elected to continue as Youth Coordinator of WCPA. None of these are paid positions.

      2) To remove Professor Philip Isely from the position of Secretary‑General. A citation is to be written thanking him for his many years of devoted service. Dr. Glen T. Martin was elected to this position along with the position of Treasurer of WCPA.

       3) To move "world headquarters" of WCPA from 8800 West 14th Ave., Lakewood, Colorado to 313 Seventh Ave., Radford, Virginia. The Asia offices are to remain at 41, Dias Place, Colombo 12, Sri Lanka.

Dear World Citizens, and friends of the emerging Earth Federation,

 

Enclosed is the call for delegates and registration form for the Eighth Session of the Provisional World Parliament at City Montessori School, Gomptinagar Campus, August 10-14, 2004.   The official legislative agenda is now being developed and will be forthcoming as soon as it is ready. It will be posted on the web sites of the Institute On World Problems (www.worldproblems.net) and World Constitution and Parliament Association (www.wcpa.biz).  I will also post it on my personal web site www.radford.edu/~gmartin.

 

Members of the Institute On World Problems Board of Trustees and the WCPA Executive Cabinet met during the Seventh Session of the Provisional World Parliament in Chennai, India, December 26-30, 2003.  At that time we reorganized WCPA to reflect the realities of the past several years.   The reorganized WCPA is represented in the above letterhead.

 

Most of those on this letterhead have in fact organized (with help from dedicated local people around the globe) and financed everything that has happened on behalf of the emerging Earth Federation for the past several years.  This includes the Graduate School of World Problems seminar that took place in Takoradi, Ghana during June 2002, the Sixth Session of the Provisional World Parliament that took place in Bangkok, Thailand in March 2003, the Institute On World Problems Seminar that took place in Kara, Togo during June 2003, the Seventh Provisional World Parliament that took place in Chennai, India in December 2003, and the Eighth Provisional World Parliament now being developed for August 2004.

 

To be sure of financial integrity and independence, we created the Institute On World Problems (with two main offices in Radford, Virginia, USA and Colombo, Sri Lanka as well as several subsidiary offices in Togo, India, and Bangladesh).   The IOWP has worked with the above members of the WCPA Executive Cabinet to support the many aspects of our work on behalf of the Earth Federation.  Contributions and paid memberships for this work should be made out to the Institute On World Problems with the same North America address as the WCPA given above.   I am Treasurer for both organizations.

 

We want to let you know that we understand the very high costs of travel to these Parliaments and wish that there could be support for this.  Perhaps one day we will be able to make this happen.  On behalf of the many African delegates who  have been unable to attend parliaments because of these costs, we are planning, in cooperation with Professor Balouki in Togo, to hold the Ninth Session of Parliament in that country in December 2005.  This is subject to confirmation by the delegates of the Eighth Parliament this coming August.   So if you cannot fund travel to the Eighth Parliament, we hope that you will begin planning, raising funds for travel, and spreading the word about the Ninth Session of Parliament that will likely be in Togo next year.  We will make the official announcement about this soon after the August Session concludes.

By now most of you have received and read my general letter to the worldwide membership of WCPA concerning the changes in WCPA with the removal of Philip Isely as Secretary-General.  Indeed, most of you have been active in organizing the two sessions of the Provisional World Parliament that took place in 2003. I have contacted Atiku Abubakar in Nigeria and Karan Singh in India and neither of them wish to continue to be on our Executive Cabinet.  This letter, therefore, goes to all of those on the letterhead above.

          As you know, under Philip Isely, there was a very difficult problem of holding meetings with a quorum as required by the WCPA by-laws.  This may be true of most truly international organizations. However, in transforming the Graduate School of World Problems into the Institute on World Problems we have created by-laws for the Institute that address this problem of international meetings and the need to draw a quorum of voting members.

        The IOWP solution is to allow for meetings by telephone, email, fax, or even surface mail, meetings that follow the procedure for proper notification and yet allow time and means for all members of the Board to discuss and vote on the issues before our organization.

        Until we find the time and means to review and alter the WCPA by-laws, that were written under Philip Isely, I believe, in 1990, I propose that the Executive Cabinet vote on whether or not to adopt this procedure for our official meetings.  Meetings can be called by either of our Co-Presidents or myself.  The announcement must give 30 days real notice, that is, if a surface mail letter is sent announcing a meeting, it must be sent in time to arrive at least 30 days in advance of the meeting.   However, most of us use email and can be notified nearly instantaneously in this way.

         For our meeting to determine this issue, therefore, I am setting the date of 30 April 2004, to be sure everyone has full notification.  You should discuss this with one another by phone, email, etc., and you may get back to me at any time before April 30, with questions or with your vote, which I will record and enter into the minutes to be written on April 30.

         If this decision passes, we will hold at least one annual meeting of the WCPA Executive Cabinet.  You may place items on the agenda yourself by making a motion and getting another Board member to second that motion.  We will keep track of responses, and any total or account of responses can be challenged according to Robert’s Rules of Order.  It is best that communications be to the entire group whenever possible (as many of you know, Dr. Ruge does not use email).  But I am in regular phone and fax contact with him and you can be also.

       Here is the motion to vote on:  That WCPA annual meetings be held by phone, email, or other means of communication, with proper notification of all Cabinet members, proper minutes recording decisions, and proper voting procedures, without requiring that everybody be present at once, in order to eliminate that difficult requirement that meetings be in person and with everyone at once.

       I look forward to hearing from you on or before April 30, 2004.

Dear Colleagues,

      We have heard from Dr. Ruge, Dr. Balouki, Dr. Breki, Dr. Gupta, Dr. Harris, Dr. Kotila, myself, and Eugenia Almand, and Sarwar Alam.   We have also heard from Dr. Phichai Tovivich, President of the Office of the World Peace Envoy on behalf of Bhikku Ariyawanso.   The this constitutes a quorum (an absolute majority of those listed on the letterhead above) for our vote on the proposition:

 

“That WCPA annual meetings be held by phone, email, or other means of communication, with proper notification of all Cabinet members, proper minutes recording decisions, and proper voting procedures, without requiring that everybody be present at once, in order to eliminate that difficult requirement that meetings be in person and with everyone at once.”

      

The motion thereby passes.   As I explained in my letter to you all of March 18th, the WCPA by-laws under Philip Isely as Secretary General appear to have been designed for international face to face meetings that require a great deal of time and money to comply with.   Our vote decides that we will hold our meetings (at least once annually) by phone and email.

 

For this vote I had to call Reinhart Ruge, who does not have email, and Dr. Balouki in Togo, who rarely checks his email.  Dr. Gandhi, as we know, is largely an honorary member of the our Executive Cabinet, although he receives our emails and is free to vote whenever he wishes.  I also spoke with Terence Amerasinge by phone.  Everyone else responded by email.

 

Our newly created Institute on World Problems (IOWP) that transforms the Graduate School of World Problems in to a 501C3 organization in the US, and through which we hope to raise funds for our educational work, plans to hold its annual meetings in March-April of each year.  For consistency, I propose that we do the same for WCPA.

 

As you know, Dr. Gandhi has invited us to hold the 8th session of the Provisional World Parliament in Lucknow, this coming August.  Dr.Almand, myself, Dr. Gandhi, and Dauji Gupta (former Mayor of Lucknow) are working on developing this.  We hope that you are all planning to attend.

 

Please let us keep in touch by phone and email.  As you know, we no longer have the monetary resources that WCPA had under Philip Isely, but we do have a great leadership team and organizational capacity to carry on this work.

Dear Colleagues,

     

As we agreed, our annual meeting will be each year in the March-April months.  With this notice I am announcing our annual meeting for 5 April 2005.   Please interact with one another about the issues I raise and communicate any new business that you would like the Cabinet to consider.

 

After a successful 8th session of the PWP in Lucknow last August, we have been in contact with Dr. Breki, (especially through Sarwar Alam who has been to Libya on behalf of WCPA).  You may recall that we had the interest of the Libyans in hosting a session of the Parliament way back in 2000, but that Philip Isely, at that infamous meeting in the Roosevelt Hotel in New York City, overruled the majority (by shouting “it’s my money”) who wanted to hold the session in Libya, and  he determined that we hold the 5th session in Malta, instead.  Malta, the last session of the PWP organized by Philip, was a disaster, as you know.

 

The Libyans are still interested, and Dr. Breki and the Revolutionary Committees Movement (RCM) have invited me to organize delegations to Libya to learn about their government and culture in advance of the session of Parliament.

 

I would like to make the motion, seconded by Eugenia Almand, that we officially recognize the invitation of Libya to hold the next session of Parliament in Tripoli and beginning planning with Dr. Breki and RCM for the next session in their country.

 

Please respond within 30 days and raise any new business concerns that you have with the entire group.  You have Reinhart’s phone number and may call him, of course, also, with your new business.

Dear Colleagues,

     

The vote was unanimous, and every member of the Cabinet replied.  Dr. Gandhi also responded affirmatively, offering to send a delegation from CMS to the session of Parliament in Libya. 

 

No one raised any new business or issues for discussion.

 

The tentative dates for the 6th session of the Parliament in Tripoli will be April of 2006.  Announcements will soon come out confirming the exact dates, the specific venue, and the housing arrangements.

 

As soon as we have these we will be sending a mass mailing to the WCPA mailing list as we did for the last 3 sessions of the Parliament.  But more and more, this surface mailing list, compiled by Philip Isely, is becoming outdated, and more and more we are getting our mailings back stamped “address unknown.”

 

The fact is that everything is converting to email and it may not be worth our while to promote our work by surface mail in the future.  Hence, once the information about the Parliament is finalized, we hope that all of you will promote it by email, through web sites, etc.  We will be doing the same here, although we will also bear the cost of one more international mailing from this mailing list (in the US it comes to nearly $1.00 per envelope).

 

I want to thank Dr. Breki for his hard work in securing the invitation for us from the Revolutionary Committees Movement and for heading the local organizing in Libya.

As you know, our Parliament is coming up in Tripoli, at the Al Kabir Hotel, 11-15 April.   It looks like we will have a quorum of the Executive Cabinet there so I am also calling a face to face meeting in my room at the hotel for the evening of April 13 at 7 PM.

As you know, the Libyans have offered to cover air costs for several delegates.  This means we expect Dr. Balouki, Reinhart Ruge, Dauji Gupta, myself, Eugenia Almand, and, of course, Ramadan Breki, to be present.   Errol Harris is ill and is not getting around like he once did, and Dr. Gandhi has obligations in Lucknow (although Preeti Shankar will be attending with a delegation of CMS students).

 

I would like to propose as a motion and as part of the agenda for our face to face meeting in Tripoli that Dr. Preeti Shankar of Lucknow, Professor. R. Ananthanarayanan of Chennai, and Dr. Phichai Tovivich of Thailand be added to our Executive Council.  

 

Sarwar Alam as asked that he be dropped from the Council since we are unable to pay him a salary as Youth Coordinator and he has to work to support his wife and child. 

 

As you know, the venerable Ariayawanso Bhikku passed away in January of 2005 and Dr. Phichai, who has been his intermediary to WCPA, has the knowledge and commitment to continue our relationship with Thailand.   You all know Preeti and Prof. Ananthanarayanan well also, since they have been regular workers for WCPA for some time and participants on our Parliaments going back to 2003 in Bangkok.

Minutes WCPA Executive Cabinet Meeting

Members present:  Dr. Amerasinghe, Eugenia Almand, Dr. Balouki, Dr. Breki, Dr. Gupta, Dr. Martin, and Dr. Ruge (a quorum).

 

Members absent:   Dr. Gandhi, Dr. Harris, Dr. Kotila, Bhikkhu Ariyawanso, and Sarwar Alam.

 

  1. Members discussed the success of this parliament and the great positive energy that bodes well for the continuing work of WCPA.

 

  1. All present thanked Dr. Breki for his wonderful work in making this important event possible.

 

  1. There was discussion of finding a new World Peace Envoy and a new Youth Coordinator for WCPA.  Dr. Phichai will lead the search for the World Peace Envoy.   Members will be thinking about the issue of finding a Youth Coordinator, perhaps again from Bangladesh, the original home of Sarwar.

 

  1. The motion that Dr. Preeti Shankar of Lucknow, Professor. R. Ananthanarayanan of Chennai, and Dr. Phichai Tovivich of Thailand be added to our Executive Council passed unanimously.

 

  1. Dr. Balouki made a motion that the next session of the Parliament be in Togo for June 2007.  The motion was seconded by Dr. Shankar and the vote was unanimous.

 

6.     Sarwar Alam and Ariayawanso Bhikku have been dropped from the WCPA letterhead and these three added.  These changes, and the venue of the next parliament session, will be announced tomorrow in the Parliament.

As you know, the next session of the Parliament is coming up in Kara, Togo, June 21-24, 2007.  As with the other Parliaments, we are seeking proposed legislative bills to come before that session of Parliament.

 

Eugenia is the Chair of the Committee for Legislative Review, so proposed bills should be sent to her.  They should be done according to proper legislation drafting guidelines as given in the links on the home page for the Institute on World Problems (www.worldproblems.net).    One should also first examine the existing legislation from the first nine sessions of Parliament that is found on the same website.

 

If you have new business, please email it to the group before April 2nd.   We do not expect a quorum of our committee to be present in Kara.

We are all still saddened by the loss of our great leader, Dr. Amerasinghe, last June.  His knowledge and experience throughout the history of WCPA were invaluable to us. 

 

As you can see from the letterhead above, our Asia offices have been changed from Sri Lanka to Prof. Ananthanarayanan’s offices in Chennai, India.   The chapter in Chennai has been very successful in raising funds and maintaining an office there.   With Professor A’s great energy and leadership, we think these offices will be important for the future of WCPA in Asia.

 

Dr. Preeti Shankar has suggested that we hold the next session of Parliament next summer (2009) in Nainital, India.   Her family has a home there and she is familiar with the region.  She can put us in touch with the Sri Aurobindo Asram there which might be willing to host the Parliament or reasonable costs.

 

We would like to put this forward as a motion for the Cabinet, therefore, made by Preeti and seconded by me.   Shall we plan the 11th session of the PWP for Nainital, India in the summer of 2009?   If the motion passes, Eugenia and I will begin making concrete plans immediately.  

 

Please send your votes on this motion on or before 23 April along with any new business that you would like to communicate to the group.

As you all know, the Parliament is coming up for July 2-8 at the Sri Aurobindo Ashram in Nainital, India.   The Sri Aurobindo Ashram in Delhi is available for people on their way to Nainital.  You can fly into Delhi and stay overnight in the Ashram before taking the train to Nainital.

 

We will have another WCPA face to face meeting in Nainital, which I am calling in my room at the Ashram for 7 pm on the evening of July 6.   Please make a note of this.  We may have a quorum of the Board there again this time, as we did in Tripoli.

I have talked by email or telephone to all members of the Council except Dr. Gandhi and Dr. Breki.  There is a quorum but no new business and no motions made.

 

For the meeting of the WCPA Executive Cabinet that I have called for Nainital on July 6th at 7 pm, I would like to make a motion that we approve two three additions to our Executive Cabinet:  Dr. Mujibur Rahman of Bangladesh, Dr. Santi Nath Chattopadhyay of Kolkata as Vice-Presidents, and Mahbubul Islam as our new Youth Coordinator.  Dr. Almand seconds the motion.

 

Most of you know them both.  Mujibur has long been President of the WCPA Chapter in Bangladesh, has attended several sessions of Parliament, and has promoted the Earth Constitution widely in his country.  He is a hero of the revolution that freed Bangladesh from Pakistan in 1971 and is very politically prominent in his country.

 

Mahbubul Islam has worked closely with Mujibur for many years and has long been a leader of the Bangladesh Youth Federation, which supports the Constitution for the Federation of Earth.  He is already a youth leader in his country and would make an excellent world-wide leader should we ever have the funds to send him abroad as was once done by Philip Isely for Sarwar Alam.

 

Dr. Chattopadhyay, whom most of you also know, has been the organizer for the huge peace conferences that he has held several times in Kolkata as the Director of ISISAR, the International Society for Intercultural Study and Research.   He has long been a supporter of the Earth Constitution in West Bengal and is politically prominent there.

We expressed our sadness at the passing of Errol E. Harris on June 21, 2009.   He was one of WCPA’s longest supporters and leaders, having written two books explicitly in support of the Earth Constitution: One World or None (1992) and Earth Federation Now (2005).

 

There was positive discussion of the diverse and active group of delegates at this session of the Parliament. 

 

The group also wanted these minutes to reflect their appreciation of Dr. Eugenia Almand for the fine job she has done at all the recent Parliament sessions as the official Secretary to the Parliament.

 

There were two motions before the Council:

 

  1. To approve the nominations of Mujibur Rahman, Santi Nath Chattopadhyay, and Mahbubul Islam to the Executive Cabinet.
  2. To consider the invitation by Drs. Slavko Kulic and Marija Pavkov to hold the next session of the Parliament in Croatia in the coming year.

 

Both motions were unanimously approved.

I am calling this ad hoc long distance meeting because an issue has come up that alters a motion passed by the Council at its July 6th meeting in Nainital.  Please respond by 15 February with your vote and send any new business you may have to the entire group.

 

Dr. Kulic and Dr. Pavkov have informed us that the elections in Croatia have resulted in a political party coming to power that will not be favorable for hosting the next session of the Parliament in their country.

 

As an alternative, Dr. Chattopadhyay has invited the Parliament to meet in Kolkata in conjunction with the big Peace Conference he is organizing there for 27-31 December 2010.   I second his motion.

 

Please discuss this idea with the group as you wish and let me know your vote by February 15.

This is to call our annual meeting for 17 April 2011.  Please post to the group any new business you have within the next 30 days.

 

After our 12th session of the Parliament in Kolkata in December, we are now thinking about a possible venue for the 13th session.   Please make your suggestions to the group regarding the next session of the Parliament.

 

As you know, we regularly attend the International Conferences of Chief Justices hosted by Dr. Jagdish Gandhi and the City Montessori School of Lucknow.

 

Indeed, Professor Ananthanarayanan has attended every one of these Chief Justices Conferences (this December will be the 12th meeting), often with a delegation from Chennai.  We are very grateful to him for this representation at these important events.

 

I will be calling a general WCPA meeting to meet during the time of the next International Conference of Chief Justices, which will be December 9-13, 2011.   It will be open to all WCPA members who are there in Lucknow at that time.   I hope that members of our Executive Cabinet will be there as well.

 

There is one motion that I would like to propose (seconded by Dr. Almand):

 

Until we are in a position to formally rewrite the outdated WCPA by-laws of 1990:

 

I propose that:   the term of office of people appointed as officers or Cabinet members be unlimited, unless their removal is voted for by an absolute majority of the Executive Cabinet in a formal meeting (such as we have been having to date in our long-distance meetings).  A formal meeting may be called by either the President, the Secretary-General, or any three Cabinet members acting together.  It must always follow the procedures for proper notice of all members, etc.

 

This is actually the practice we have been following thus far, voting for the removal of those who have been unresponsive, etc.

 

Please submit any business you wish by 17 April.

There was no new business and one motion to vote on:

(As I said in the agenda for this meeting, this just formalizes the practice we have already been following.)

 

I spoke with Reinhart and Dr. Balouki.  I was also in contact with Eugenia, Professor. Ananth., Dauji Gupta, Dr. Chattopadhyay, Roger Kotila, Mujibur Rahman, and Dr. Phichai (a quorum).  The yes vote on the motion was unanimous and the motion carries.

 

I did not hear from Reinhart, Jagdish Gandhi, Dr. Breki, or Mahbubul Islam.

Below is a tentative agenda for the WCPA global strategy meeting in Lucknow next December.

  5. The next session of the Provisional World Parliament: when and where?
  6. The appointment of a World Peace Envoy for each country, or some similar arrangement for the Office of World Peace Envoy.
  7. Promoting the Earth Constitution in relation to the Occupy Wall Street movement.
  8. Web work: Blogs, Facebook, U-tube, Twitter, etc.
  9. Economics: the problem of financing and funding.

Calling a meeting between now and 1 April 2012.   Please propose new business and vote on the motions below within the next 30 days.

 

As many of you know, at the WCPA general meeting in Lucknow on December 13, 2011, there was a demand for electing me President and electing Dr. Eugenia Almand as Secretary General.  There was no quorum of the Executive Council there at that time so this is being put to you all as a motion below.

 

Secondly, my wife, Phyllis Turk has retired from her job of many years and volunteers to be Treasurer for WCPA.  As you know, we have no significant finances and our main income comes with the help of IOWP, of which Phyllis also volunteered to be Treasurer.  This means also that I am moving and Eugenia seconding a motion to make her part of the WCPA Executive Council.

 

Third, as some of you know, Celina Garcia, Director of the Center for the Study of Peace in San Jose Costa Rica has become an important advocate of our work on behalf of the Earth Constitution in Latin America.  I would like to nominate her for membership on our Executive Council.

 

Finally, we have been invited by Dr. Gandhi to hold the 13th session of the PWP in Lucknow, in December 2013. Eugenia and I think this is an excellent possibility for us and would like the vote of the Council on this.

 

Motions  (open to vote on each separately):

Note: I am very sad that our good friend Dr. Mujibur Rahman has passed away.  His was a great, generous, and courageous heart and a loyal supporter of the Earth Constitution whom I met at a meeting at WCPA World Headquarters in 1995.  He and I immediately understood one another and our mutual commitment to a transformed world system.  I will miss him very much.  GTM

Plans are well under way to hold the 13th Session of the Provisional World Parliament in Lucknow, hosted by Dr. Jagdish Gandhi at the World Unity and Convention Center of CMS in December.   You have all received the call to the Parliament that includes your names as collective sponsors of the Parliament.

 

I would like to propose 5 new members for our Executive Cabinet, all as Vice-Presidents of WCPA.  These are all people who have been working with us for some time and are active in their own countries on behalf of the Earth Constitution and the Earth Federation Movement.  As you know, it has been our policy to include people who are demonstrably active and committed to our work as members of the Executive Council.  My nominations are seconded by Phyllis Turk and Eugenia Almand.

 

  1.  Mr. Kevin Edds, of Tuscon, Arizona, who contacted us two years ago as a long time world federalist.  He has voluntarily undertaken fund raising and regular postings on the internet and created several new websites promoting our work and the Earth Constitution.
  2. Peter Graves-Goodman who has long maintained a WCPA (“World Parliament”) website at www.worldparliament-gov.org.  Peter worked with Philip Isely on the 3rd session of the PWP in Miami Beach and has, in the past two years, again become very active with us.  He has many good ideas and is actively promoting our work and maintaining his excellent website.
  3. Zaklina Dimovska from Macedonia.  Zaklina has been at the past two sessions of the Provisional World Parliament and has begun actively promoting WCPA in Eastern and Southern Europe.  She is trying to start a center there for both spirituality and WCPA.  We very much need a location in Europe to complement our offices in Asia, Africa, North America, and Latin America.
  4. Reverend Nomhle Mahlawe of South Africa.  Rev. Mahlawe attended the Parliament in Nainital and several of you know her from there.  She has taken over leadership of the South Africa chapter.  She has been an elected official in a city in S. Africa and is starting a political party that includes the Earth Constitution as part of its platform.  She will be attending the 13th session of the Parliament in December.
  5. Puan Sri Datin Seri N. Saraswathy Devi from Maylasia, whom you will also remember from both the 11th and 12th sessions of the Parliament.  She is a renowned international lawyer who introduced the Bill regarding human trafficking in the 11th session and has strongly supported our work since that time.  We have known her some time from Dr. Gandhi’s International Conferences of Chief Justices of the World, which she regularly attends.  She will also be at the 13th session of the Parliament in Lucknow.

Dear Colleagues,

 

I am pleased to write to you on our new letterhead, created by Eugenia Almand and Peter Graves-Goodman, working both independently and in cooperation with one another.

 

During the past month I have been in contact with Eugenia Almand, Prof. Ananthanarayanan, Dr. Balouki, Dr. Chattopadhyay, Celina Garcia, Dauji Gupta, Roger Kotila, Preeti Shankar and Dr. Phichai (a quorum).

 

Reinhart Ruge has told me that he no longer wishes to be consulted about our work.  Dr. Gandhi has not voted on our motions and I have not heard from Dr. Breki.  I hope he is OK after the terrible destruction of his country by the Western imperialist nations.

 

Of those I heard from (listed above) the vote was unanimous on our motions to elect five new persons to the Executive Cabinet of WCPA:  Kevin Edds, Peter Graves-Goodman, Zaklina Dimovska, Rev. Nohmale Mahlawe, and Puan Sri Datin Seri N. Saraswathy Devi.

 

This new letterhead reflects all these additions.  Congratulations to you all and thank you for your votes and hard work on behalf of the Earth Constitution.
