    WHO SHOULD APPLY?  Teachers, school psychologists, speech pathologists/audiologists, school counselors and administrators:  most anyone seeking a position as a professional in K - 12 schools
    HOW DOES ONE APPLY?  Applications are available in the Center for Academic Advising and Student Support.  Applications are to be returned to the Center -- not sent directly to the State Department of Education (SDOE) in Richmond.  If you are completing a state approved licensure program at Radford University, the SDOE will not process your application.
    WHEN DOES ONE APPLY?   Students who are completing a degree program must remember that applications will not be processed until all information is received in the Center; this includes the actual posting of the degree to the official transcripts by the Registrar's Office.  In addition, passing scores on the PRAXIS must be on file in the Center.  The fee for a license is $50 for in-state and $75 for out of state residents.  Fees can be paid by certified check, cashiers check, money order, or personal checks.  Since application processing takes from four to eight weeks, it is not recommended that personal checks be offered for the fee payment.  If you are student who will be closing a local account, remember to leave funds in the checking account to cover the licensure fee to avoid having the State Department of Education notify you that your check did not clear due to insufficient funds.

Students who are completing licensure requirements at the graduate level but who did not complete their undergraduate degree at Radford University, must provide official transcripts of the undergraduate degree to the Center in order to have the licensure application processed.  The only exception is if the teacher licensure is obtained through master's degree at Radford University.

Many students do not plan to teach in Virginia.   But since students attending are completing Virginia SDOE approved programs, it is strongly recommended that a Virginia license be obtained.  Having a license "in hand" from Virginia will make it easier to work with school divisions in other states in securing teaching positions and in obtaining a license in another state.  Virginia has reciprocity with several other states; a complete list can be found at the end of this information.

   

HOW CAN ONE MAKE GETTING A LICENSE A "SMOOTH" PROCESS?  Obtaining your Virginia license can be a smooth and worry free process if the following suggestions are followed:

* When completing registration forms for the PRAXIS I exam, be sure to enter the correct code for Radford University.  The code is R5565.

* Complete all licensure exams early:  PRAXIS I should be taken at the end of the freshman  year; PRAXIS II (the specialty area exam) should be taken during last semester of the junior year.

* Complete the application for licensure form very carefully - read and follow directions.  Be sure to sign and date the form, that degree information is correct,  the grade level/s and subject area information is correct, and to write in the correct date for degree completion.  NOTE:  When completing the section regarding experience, only teaching under a "contract"  in a school division is required -- DO NOT write in information regarding field experiences.

* Attach the correct amount to your application.  Again, $50 for in-state and $75 for out of state residents.  Payment forms include money order, certified check, cashier's check or personal check.  Remember it will take about four to eight weeks to process your application.  If you pay with a personal check, do not close out your account until after the SDOE has processed your application.

 

WHEN WILL I RECEIVE MY TEACHING LICENSE?  The application process takes about four to eight weeks for processing here at the university.  Remember, about 250 applications are being processed -- it is a long and tedious process.  The application packet that is sent to Richmond  includes the application, transcripts, test scores, field experience clock hours, and other forms that must be completed by individuals here in the Center.

About four weeks after your application is sent to SDOE, you should receive your five-year renewable Collegiate Professional license.

If you are applying for professional positions but do not have your license in hand, please contact the Center for Academic Advising and Student Support and a statement indicating that you have completed a state approved program and that your license application is being processed will be provided for you.

TEACHER LICENSURE REGULATIONS - AN OVERVIEW

The primary purpose for licensing teachers and other school personnel is to maintain standards of professional competence.

Routes to licensure:

• Approved program - programs offered by colleges and universities which have been reviewed and approved by the State Department of Education

• Reciprocity - an individual coming into Virginia from any state may qualify for a Virginia teaching license if the individual has completed a state-approved program through an accredited four-year college or university or if the individual holds a valid out-of-state license

• Alternate route to licensure - available through the recommendation of an individual's employing Virginia school division or nonpublic school; requirements may be obtained upon request.

STATE DENIES A LICENSE: A teaching license may be denied to any individual for the following reasons (even if an individual has completed a state-approved program and has successfully completed required assessments, such as the National Teachers Examination or PRAXIS):

• attempting to obtain such license by fraudulent means or through misrepresentation of material facts

• falsification of records or documents

• conviction of any felony

• conviction of any misdemeanor involving moral turpitude

• conduct, such as immorality, or personal condition detrimental to the health, welfare, discipline, or moral of student or to the best interest of the public schools of the Commonwealth of Virginia

• revocation of the license by another state, and

• other good and just cause of similar nature

    Virginia has entered into reciprocity agreements with the states that are listed below.   These states recognize the Virginia license.  Check with the state where you wish to teach (other than Virginia) to determine deficiencies, if any, that you will need to complete for the license in that state. This contract expires on September 30, 2005.
